Cogent Implements Plant-Wide Safety System for BC's Largest Wood Pellet Production Plant

Cogent enhanced safety and operational resilience through functional safety modernization

Project Overview

Cogent Industrial Technologies was engaged to design and implement a fully integrated Emergency Stop (E-Stop) system at the biggest wood pellet production plant in British Columbia.

Prior to this project, the client’s Canadian sites operated without unified, plant-wide E-Stop systems. The goal was to establish a modern, high-reliability shutdown network that would protect personnel and equipment, minimize process risk, and align with international safety standards.

Cogent designed the system in accordance with IEC 61511 (Functional Safety for the Process Industry Sector) and CSA Z432 (Safeguarding of Machinery). The solution integrates seamlessly into the plant’s existing safety architecture while maintaining independence from the main process control system, ensuring both reliability and compliance.

The project, valued at approximately $1 million, was executed over an 8-month period from design through commissioning. Throughout, Cogent managed and worked alongside key safety, engineering, and electrical partners.

The Challenge

Before Cogent’s involvement, the facility lacked an integrated E-Stop system capable of initiating coordinated, site-wide shutdowns. In the event of an emergency – particularly in high-energy process areas such as the dryer and energy systems – the absence of unified control increased risk for both personnel and equipment.

The challenge was twofold:

  1. Design a system that could safely and rapidly stop plant operations under abnormal or hazardous conditions, while managing secondary risks such as residual energy release, airflow changes, and combustion gas control.
  2. Ensure human safety and accessibility, so operators could quickly reach and activate emergency stops and safely evacuate work areas during shutdown events.

To achieve this, the design needed to coordinate not only equipment shutdown sequences but also the activation of abort stacks, dampers, and other safety mechanisms, all operating in the correct order to ensure safe dissipation of stored energy.

Cogent’s Solution

Over 8 months, Cogent led a comprehensive design, engineering, and commissioning process guided by international best practices in functional safety, all within planned shutdown periods to minimize disruptions to plant operations. This included:

  • Risk & Safety Analysis: Cogent reviewed existing HAZOP (Hazard and Operability) and LOPA (Layer of Protection Analysis) studies to identify operational risks and define the required safety integrity for the shutdown network. Insights from this analysis informed a shutdown logic that addressed both primary and secondary hazards.
  • Risk Identification and Safeguard Design: The project team examined each stage of the shutdown process, identifying potential risks if the E-Stop failed to activate or introduced new hazards. Safeguards were incorporated both into the supervisory safety system and the plant’s operational procedures.
  • Human Safety Considerations: Cogent’s engineers conducted detailed site analyses using general arrangement (GA) drawings to map operator routes and identify areas of potential exposure. Sounders and visual alerts were strategically installed to warn personnel during emergency shutdowns, enabling fast, safe evacuation.
  • Accessibility and Visibility: Each E-Stop station was positioned for maximum visibility and reachability, ensuring that operators in any process area could access a shutdown point within seconds.
  • Electrical and Documentation Upgrades: Cogent updated all site electrical drawings, identified inconsistencies, and provided corrective guidance.
  • Cybersecure Safety Network: The E-Stop system was implemented on a dedicated and secure safety network, designed to meet cybersecurity and functional safety requirements under IEC 61511.
  • Full System Commissioning: Cogent oversaw commissioning and testing of the system, ensuring all I/O (input/output) points were verified. The electrical contractor was trained and guided through installation with minimal plant downtime.

Throughout the development and implementation process, Cogent collaborated closely with process experts, operators, and site technicians to ensure the system design accurately reflected plant operations, safety priorities, and site-specific risks.

Cogent also developed detailed shutdown keys, documenting the specific risks, safety functions, and required actions in the event an E-Stop fails to operate as intended. The system was fully tested, compliant and brought online successfully, and operated flawlessly with no post-commissioning callbacks.

Results & Impact

The implementation of the E-Stop system significantly improved the facility’s safety posture by ensuring rapid, coordinated response during emergencies while minimizing operational disruption.

Project highlights:

  • Integrated, plant-wide E-Stop system aligned with IEC 61511 and CSA Z432
  • Minimal operational downtime during installation and commissioning
  • Improved personnel safety through audible and visual alerts
  • Updated documentation and corrected electrical design issues
  • Enhanced cybersecurity and reliability of the safety network
  • Successful go-live with no callback issues

This project is part of a broader safety modernization initiative undertaken by the client across its Canadian operations, with Cogent’s approach and insights becoming a template for functional safety integration and improvement across multiple facilities.
